This video demonstrates how you can recreate the Anime visual. You may use any other program, but the video will be using Photoshop CS2. Looking forward to seeing more anime looking stuff, assuming that is what you're going for, either way good luck.

Would've placed this there "How, Animation Style", but I was to lazy to search for an anime to compare the image with. DayAfterYesterday was thinking "HunterXHunter", but the lineart is more to blame versus the coloring technique.
